Instantly I went to visual when I was trying to solve it. So just like everyone said, I would include a visual in this task. I also like the idea of breaking this problem into a 3 act task. This way we get students to think and wonder which could lead to a discussion about what information they need in order to help them solve this problem. If continued with the 3 act approach, you could do a section video with some more information to help the students solve the problem.
One thing that I have realized from doing the 3 act approach (reveal less to start) it gets students into a structure process of how to attack and think about problems. This then helps them later on when they face such problems on these assessments.
