Proportional reasoning to me starts with comparing two items. I think about the real-life context when I am baking or cooking anything in general. It starts with basic concept, but in teaching, it spirals through many concepts such as ratios, comparison with fractions, unit rates, scale factor, and slope. I believe if we start teaching without building the conceptual understanding in context, it can be mind boggling.
