    A book I would greatly recommend to help with step 2, is “5 Practices for Orchistrating Productive Mathematics Discussion” put out by the NCTM.  I got my copy on ebay for less than 5 dollars.  It’s a fairly short book at around 100 pages, but it’s very detailed with lots of examples.  Highly recommend that book.  Making Math Moments Podcast episode 2 I think deals with this specifically, but episodes 1-4 are where Jon and Kyle detail how to create those math moments.
