I do think it’s a both/and rather than a one or the other. I like the word, “automaticity,” better than “memorization.” Students need to realize the relevance of numbers and understand what is happening with numbers then apply that understanding to addition, subtraction, multiplication, and division. Then, they should build upon that understanding to be quick to know that 3 X 2 = 6 without going through the processing.
